Cai Be District Embraces New Opportunities for Development

Cai Be District, poised on the precipice of significant growth, is presented with an unparalleled opportunity to draw substantial investment capital. This potential for accelerated development is fueled by the imminent launch of several pivotal regional and provincial projects. These include the Trung Luong-My Thuan Expressway, Cai Be 2 Bridge, Vam Tra Lot, and the Ho Chi Minh City-Can Tho Railway Station. Nguyen Van Nha, Chairman of the Cai Be People’s Committee, articulated the district’s development aspirations, emphasizing that Cai Be District is demonstrating resolute determination to capitalize on this opportune moment, steering the district toward breakthrough advancements.

Establishing a robust foundation

Endowed with an abundant land reserve and waterway transportation advantages, Cai Be district has long been acknowledged as the "land of fruits," boasting a thriving orchard economy. In 2023, the agricultural sector solidified its role as the bedrock for Cai Be's economic prowess. The district's concerted efforts in expanding fruit cultivation, increasing yields, and maintaining consistently high prices have not only bolstered farmers' income but also elevated their overall quality of life. Cai Be has been allocated 118 planting area codes covering 7,600 hectares of crucial fruit varieties, including durian, jackfruit, mango, and 81 packaging facility codes encompassing bananas, dragon fruit, mango, watermelon, jackfruit, lychee, rambutan, longan, durian and other fruits. This agricultural advancement propelled Cai Be toward achieving all 18 targets set for 2023. The total production value is projected to reach VND20,300 billion, reflecting a 4.2% year-on-year increase. Per capita income is expected to hit approximately VND69 million, and budget revenue is estimated at VND214 billion, surpassing the target at 113.7%. Two communes have successfully attained advanced new rural development standards, and the multidimensional poverty rate has dropped to 1.04%.

In 2024, Cai Be district aims for a total production growth of 4-6%, budget revenue ranging from VND210-220 billion, the establishment of one additional advanced new rural commune, and two model new rural communes. The district also aspires to achieve a multidimensional poverty rate below 0.92% and ensure access to hygienic water for the entire rural population. To actualize these objectives, Cai Be will persist in expediting administrative procedure reform, attracting increased investment resources, facilitating robust business development, maintaining its status as a new rural district, and implementing effective land, environment, and construction management practices. Additionally, the district will actively pursue social security measures, poverty reduction initiatives, and comprehensive social welfare policies while enhancing discipline and refining the capabilities of all government levels.

Capitalizing on opportune moments for advancements

Endowed with strategic advantages and untapped potential, Cai Be stands as the pivotal gateway to Mekong Delta provinces within Tien Giang province. The district boasts an intricate network of vital traffic routes, including National Highway 1, National Highway 30, Trung Luong-My Thuan Expressway, Nguyen Van Tiep Canal, and the Tien River, positioning it as a nexus for regional connectivity. Encompassing a substantial natural expanse, constituting 17% of the province's total area, and enriched with fertile alluvial soil, Cai Be possesses the capacity to cultivate expansive raw material zones and diverse indigenous crop areas. An example is the Ba Dac rice market in An Cu commune, which has emerged as a key hub for rice milling, polishing, trading and transshipment, both domestically and internationally.

After nearly 12 years of steadfastly implementing the National Target Program on New Rural Development, the Tien Giang Provincial People's Committee, on November 2, 2023, issued Notice 7393/TB-UBND, affirming Cai Be district's eligibility to seek recognition for attaining the standards of a new rural district in 2023.

Aligned with the Tien Giang Provincial Planning for the 2021-2030 period, with a vision extending to 2045, Cai Be is positioned in the western region. The district aspires to metamorphose into a concentrated eco-urban area, fostering the cultivation of high-value fruit trees and positioning itself as a prominent fruit wholesale market within the province. This plan includes the establishment of a railway station system, logistics centers, and inland passenger ports. The corridor along the Tien River emerges as a prime locale for attracting investments in developmental projects. Following the approval of provincial planning, the Cai Be People's Committee is set to devise action plans, prioritizing plan execution, and initiating projects to entice businesses to explore and invest in tourism infrastructure, recreational properties, and agricultural processing zones.

In the coming time, Cai Be district remains committed to intensifying administrative reforms, enhancing service quality for citizens and public employees, and fostering an environment conducive to investment and business endeavors. Urban planning and development will be fortified, with a particular emphasis on attracting investments in eco-tourism and recreational property projects while fostering connections in clean agricultural production.
