Building Transparent, Service-oriented Administration

With ongoing efforts in direction, administration, innovative and creative implementation, Thua Thien Hue province achieved much progress in administrative reform to strengthen public and business confidence, improve the business investment environment and boost socioeconomic development.

Mr. Tran Minh Long, Deputy Director of the Department of Home Affairs, said Thua Thien Hue always sees administrative reform coupled with construction of e-government and smart urban services as a key social economic development program. Administrative reform is actively and synchronously carried out in all fields. The quality of administrative reform is increasingly improved; organizational structure and apparatus are streamlined; infrastructure and equipment are fully and modernly equipped to meet the needs of people, organizations and businesses. In addition, the contingent of public employees are qualified, capable and virtuous to meet assigned tasks, change working methods, and shift from “give and take” administrative thinking to service-oriented mindset.

The inclusion of administrative reform into operations of the Executive Center of the Provincial People's Committee; Provincial Public Administrative Service Center, District Public Administrative Service Centers, Smart City Monitoring and Operating Center and commune-level reception and result delivery divisions has created a breakthrough synchronization and interconnection in reception and settlement of administrative procedures among different levels of government. With the working motto of “Friendly - Simple – Timely", these centers have helped accelerate administrative reform, improve the effect and efficiency of administrative procedures, upgrade the business environment, and boost socioeconomic development.

Up to now, all administrative procedures of Thua Thien Hue province have been provided with online public services of Level 2 or higher, of which Level 3 public services account for 79.4% and Level 4 services make up for 31.4%. All records filed by people and businesses are digitized, digitally signed and electronically processed. The settlement status can be looked up via the Internet, SMS, Hue-S application and other vehicles, thus helping reduce paper, time and cost while creating high consensus.

As a result, the Provincial Competitiveness Index (PCI) of Thua Thien Hue province has made remarkable progress in recent years. In 2020, the Public Administration Reform Index (PAR Index) of the province rose to rank 3rd out of 63 provinces and cities for the first time, 10 places higher than in 2019. In 2021, it slid one place to rank 4th but showed its stability among the top. Its PCI ranked 17th nationwide in 2020, three places higher than in 2019 and climbed to No. 8 in 2021, jumping nine places. In addition, the Satisfaction Index of Public Administrative Services (SIPAS) has also gradually increased. In 2021, Thua Thien Hue rose to rank 17th in the country, leaping 14 places over 2020.

Deputy Director Tran Minh Long said: "This is the result of continuous efforts of all levels and branches of government in direction, administration and service for people. After the government issued Resolution 76/NQ-CP dated July 15, 2021 on State Administrative Reform Master Program in the 2021-2030 period, the Department of Home Affairs worked with relevant agencies to advise the Provincial People's Committee on the Provincial Administrative Reform Plan for the 2021 - 2025 period, with a vision to 2030, and many other guiding documents for implementation throughout the province. This aims to maintain stability and improve the Public Administration Reform Index (PAR Index), the Provincial Competitiveness Index (PCI) and the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) and continue to improve public satisfaction with administrative reform. At the same time, fostering administrative reform with digital government and smart city services and applying a quality management system according to TCVN ISO 9001:2015 is a key socioeconomic development program of Thua Thien Hue province.”

In the coming time, to achieve this goal, the Department of Home Affairs will focus on advising on solutions for better operations and implementation from provincial to grassroots levels. The department will constantly improve the awareness and role of leaders in information technology application and e-government construction.

The department will tighten administrative discipline and order in performance of official duties; strengthen inspection and examination of official responsibility; and inspect and handle administrative affairs.

At the same time, the agency will pay attention to training information technology personnel to meet requirements for e-government; and promote communication on e-government for people to understand, access and use.

The Department of Home Affairs will reform leadership and improve administration quality with specific, innovative actions towards a friendly, service-oriented and modern administration; speed up construction of digital government to achieve the goals of paperless work, lean meeting, contactless public services, cashless payment and digitized records.
