Binh Minh Town Asserting Position of Provincial Dynamic Economic Region

After nearly two years being recognized as a third-grade urban area (July 31, 2020), Binh Minh Town has witnessed a strong transformation, with an increasingly spacious and modern urban appearance. This is a solid foundation for the Party, government and people of the town to enter a new phase and successfully realize the goal of becoming a second-grade city after 2030.

Unlocking potential and advantages

Binh Minh Town, located on the Hau River, is about 30km from Vinh Long City to the north and 5km from Can Tho City to the south. Given its traffic advantages for convenient transportation with National Highway 1A, Highway 54, waterways on the Hau River, seaports and warehouses, the town has increasingly asserted its strategic position as a key industrial, urban and service development center of the province.

In particular, My Thuan - Can Tho Expressway (under construction), to be connected with Trung Luong - My Thuan Highway (completed), will help remove the traffic bottleneck of Binh Minh Town, Vinh Long Province and the Mekong Delta when it is completed. Currently, site clearance across Binh Minh Town (the first phase) is already completed 100%.

It is an important support for the town to accelerate investment attraction and successfully achieve local socioeconomic development goals.

Currently, the town is home to many large industrial parks such as Binh Minh, Dong Binh and Thuan An. Binh Minh Industrial Park has attracted 28 projects with a total investment fund of VND793.76 billion (US$35 million) and US$268.26 million. Dong Binh Industrial Park is developed by TNI Vinh Long Investment Joint Stock Company while Thuan An Industrial Complex, already approved for construction, is calling for investors.

In addition to the potential for industrial development, Binh Minh Town is very strong in diversified agricultural development, especially in fruit trees (notably unique Nam Roi Grapefruit), water-world landscapes and orchards, which have huge potential for ecotourism development.

Unlocking these potential strengths, the town has managed to foster its socioeconomic development in recent years. The economic structure has been shifted in the right direction, with the total retail revenue of goods growing by an average of 13.06% a year (0.06% higher than the target in the Resolution) and service revenue climbing 14.74% a year on average (0.74% higher than the Resolution). The town was recognized to have completed the new rural development program in 2017, three years earlier than the target stated in the Resolution. On July 31, 2020, Binh Minh was recognized as a third-grade provincial city.

Besides, services are growing in both size and quality. Credit activity has developed robustly, with the transaction network of credit institutions being further expanded. These nuclei drive investment, industrial, service and trade development and help generate jobs for local workers.

In 2021, despite the impact of the COVID-19 pandemic, Binh Minh Town managed to accomplish 14 out of 16 important targets. The value of industrial and handicraft production reached VND4,200 billion, 8% higher than the target in the Resolution and up 23% year on year. The total budget revenue was VND830 billion, equal to 261%. of the plan.

Toward modern and sustainable development

Toward synchronous and modern development, Binh Minh Town has accelerated infrastructure construction. It has focused on upgrading the traffic infrastructure system, sidewalks and trees; developing residential areas as planned; and carrying out technical and social infrastructure projects to link development areas. The town has also cooperated with VNPT Vinh Long to install a security surveillance camera system to ensure order and safety in the locality.

Decision 753/QD-UBND on Binh Minh urban development to 2030 states that, in a bid to become a green, modern city, Binh Minh will strive to gradually improve incomplete standards of the third-grade town by 2025 and move toward a second-grade town after 2030. It will become an economic, cultural, scientific, and technical center of southern Vinh Long province and an industrial, commercial, service, logistics and eco-tourism center of the Mekong Delta.

To accomplish this goal, in the coming time, Binh Minh Town will accelerate economic restructuring with the orderly share of industry - construction, trade - service and high-quality agriculture. It will focus on building synchronous technical infrastructure, and developing ecological and cultured urban areas. Priority will be given to projects that are important and motivational for local socioeconomic development as well as urban development programs. The town will give priority to investment projects using clean technology, generating high economic value and being friendly to the environment.

For sustainable commercial development, the town will facilitate and encourage investment in commercial centers, supermarkets, and convenience stores, and complete the Binh Minh Tourism Development Plan for 2021-2025 and to 2030. It will step up the socialization of cultural, sporting, recreational and entertaining activities as well as environmental sanitation services. It will focus on calling for investment funds and developing various types of tourism such as eco-tourism, convalescence, natural discovery, historical and cultural tourism, and village tours. Besides, the town will attract investments in infrastructure development of new urban areas in My Hoa, Cai Von and Dong Thuan.

Mr. Nguyen Thanh Can, Chairman of Binh Minh People's Committee, said that, committed to supporting businesses, Binh Minh Town always creates favorable conditions for investors to seek cooperation opportunities and develop production and business while promptly solving difficulties and problems faced by organizations and individuals through surveys, dialogues, meetings and direct contacts.

At the same time, the town will concentrate on strongly carrying out solutions for a better business environment, reforming administrative procedures, especially building and improving personnel quality and facilitating investment attraction and economic development, he emphasized.
