Binh Dinh Construction Sector: Improving Planning and Management

In 2022, the construction sector of Binh Dinh province basically completed main tasks in planning, architecture, urban development, technical infrastructure management, construction, building material, housing, office, real estate market, affordable housing and policy housing. Mr. Tran Viet Bao, Director of Binh Dinh Department of Construction, has an interview granted to Vietnam Business Forum's reporter.

One of the important tasks that Binh Dinh province is particularly interested in is planning and architecture management. Could you please briefly introduce results achieved in the past time and orientations in the coming time?

Over the past time, planning management has been consistently implemented at all levels, including regional planning, general planning, zoning planning and detailed planning, to provide a basis for carrying out projects that match general directions.

Binh Dinh Construction Planning to 2035 was approved by the Prime Minister in 2018. As for the urban general planning, the general planning for Quy Nhon City and surrounding areas to 2035, with a vision to 2050 was ratified in 2015; the general planning for Nhon Hoi Economic Zone to 2040 was adopted in 2019. Master plans for An Nhon, Hoai Nhon and Tay Son urban areas were ratified by the Provincial People's Committee.

The district construction planning was established and approved for three out of seven districts. Phu My, Vinh Thanh, An Lao, and Hoai An districts expected to have their planning approved in 2023.

Zoning planning: The coverage rate of zoning planning to urban construction land area is 100% in Quy Nhon City (first-grade urban area), 78.09% in An Nhon Town (third-grade urban area, 66.7% in Hoai Nhon Town (fourth-grade urban area), 100% in Tay Son Town (fourth-grade urban area), and 82.6% in the economic zone.

Rural planning: All 121 communes had their construction plans approved in 2016 - 2020. Currently, they are reviewing and revising conditions towards new criteria for the 2021-2025 period under the guidance of the Ministry of Construction.

For specific spaces around Thi Nai Lagoon, an international contest washeld to seek initiatives for making zoning planning projects to manage the landscape and ecosystem around the lagoon in combination with tourism and urban development.

Architectural management: The Provincial People's Committee issued Decision 12/2021/QD-UBND dated April 7, 2021 on regulations on decentralization and authorization of formulation, appraisal, approval and issuance of regulations on urban and rural architecture management in Binh Dinh province. Currently, Quy Nhon City, An Nhon, Hoai Nhon and Tay Son towns are establishing regulations on urban architecture management and submitting them for approval. As for Quy Nhon City, building architectural management regulations is aimed to make the city a southern cultural center of the region as per Resolution 26-NQ/TW of the Politburo on socioeconomic development, national defense and security in the Northern Central Coast and Central Coast to 2030, with a vision to 2045.

In addition, all important and large-scale architectural works are appraised by the Provincial Architectural Advisory Council (established under Decision 51/2021/QD-UBND dated January 6, 2021 of the Provincial People's Committee) before being submitted to the Provincial People's Committee for approval and implementation.

Future planning direction: Quy Nhon City planning will be revised to match with the approved provincial master plan in the spirit of Resolution 26-NQ/TU. Four remaining districts will have their district planning projects established, appraised and approved. The southern part of De Gi Lagoon, Phu Cat district will have a master plan to 2035. The zoning planning for the land fund along the coastal road, De Gi - My Thanh section, Phu My district will be established to lay the groundwork for urban, service and coastal tourism development of the province.

Architecture: The province will promulgate regulations to standardize urban and residential area construction for consistent management of architecture and to form urban areas and residential areas with architectural and infrastructural harmony.

What are Binh Dinh province's achievements in construction management, housing management, real estate market, urban development and technical infrastructure?

According to the Construction Law and governmental decrees on law enforcement, the Department of Construction has thoroughly grasped and advised the Provincial People's Committee to issue many legal documents regarding construction, including regulations on assignment and decentralization of state management of construction quality; regulations on decentralization and assignment of responsibility of appraising feasibility study reports, economic and technical reports on construction investment and construction design; and decision on licensing authorization of construction investment projects. In addition, the department has advised the province to issue a directive on strengthening management of construction quality in the province in order to overcome the shortcomings and limitations and rectify management of construction quality. The department organized a conference on improving construction quality in order to assess current situations, limitations and causes and find solutions to them.

Project document appraisal and construction acceptance inspection basically meet requirements on the order and progress of document settlement, the quality of work to ensure compliance with construction regulations.

The department manages the capacity of organizations and individuals engaged in construction by testing and reviewing the capacity of organizations and individuals for certification.

Regarding housing and real estate market management, the Provincial People's Committee issued the Housing Development Program for the 2020-2025 period, the Housing Development Plan for the 2020-2025 period and Annual Housing Development Plan.

Up to now, the province has 85 urban and housing projects. Specifically, it has 18 social housing projects (10,995 units): Six completed projects and a part of two projects (2,806 units); two new projects under construction and a part of two projects (2,710 units); eight projects prepared for investment (5,377 apartment units). Binh Dinh has 14 commercial housing projects (9,520 units): five completed projects (2,354 units) and nine projects under construction (7,160 units). The locality has 53 new urban area projects (77,468 units), covering a total area of 1,450 ha. The residential area per capita of the province is 26.5 square meters.

The Provincial People's Committee also issued a directive on solutions to boost stable, healthy and sustainable development of the local real estate market and a directive on strengthening housing construction management in housing construction investment projects. The province also built a database of real estate trading floors in the province for administration and monitoring and a database of real estate projects and kept information update on a monthly basis. It publicized information on construction planning, project list, implementation progress, legality, conditions for selling houses formed in the future of real estate projects on the website of the Department of Construction; strengthened management, supervision and inspection of real estate trading floors, and brokerage organizations and individuals. Currently, the real estate market in the province is stable, healthy and safe.

Regarding urban development, up to now, the province has 20 urban centers (one first-grade urban area; one third-grade urban center, two fourth-grade urban centers and 16 fifth-grade urban centers). The urbanization rate reached 46.3%, higher than the national average of 41.5%. Three communes are expected to be recognized as fifth-grade urban areas 2025. An Nhon and Tay Son urban areas will be upgraded to wards. The province's urbanization rate will reach about 57.2%.

Regarding technical infrastructure management, over the past time, Binh Dinh has paid great attention to investing in technical infrastructure systems to meet urban development requirements and gradually improved the life quality of people. Many important traffic projects have been invested by the province to gradually complete the main trunk traffic system to enhance connectivity and create development motivation for localities such as the coastal route (from My Thanh to National Highway 1D), Provincial Road 638B from Becamex Industrial Park (Van Canh) to Quy Nhon City; and roads in Hoai Nhon town, An Nhon town and Phu My district. Up to 84.22% of residents have access to tap water, an increase of 4.16% over 2021. Binh Dinh province strives to deliver clean water supply to 90% of the urban population by 2025,

Wastewater collection and treatment is also a major concern of the province. Currently, wastewater collected and treated in the province is 22.7%, with Quy Nhon City having 34.4% collected and treated. In addition, technical infrastructure management has also made progress. The province has invested considerably in public parks, green areas and lighting systems in a bid to build Binh Dinh into a beautiful and impressive destination for tourists.
