Accelerating Digital Transformation Toward Smart Government

The development of a digital government, digital economy and digital society to advance digital transformation has been affirmed as an important task by the Standing Board of the Ninh Thuan Provincial Party Committee. This commitment is outlined in Resolution 09-NQ/TU, dated November 29, 2021, which focuses on digital transformation in Ninh Thuan province for the period 2021-2025, with a vision to 2030. The objective is to elevate Ninh Thuan into the top 15 provinces and cities in the country in terms of the Digital Transformation Index (DTI) by 2025.

Lifting sustainable DTI Index

On that basis, in recent years, Ninh Thuan province has actively stepped up information technology (IT) application and digital transformation to improve the leadership, direction and administration of digital transformation as per Resolution 09-NQ/TU, Directive 08/CT-UBND dated April 21, 2023 and instructive documents of the Ministry of Information and Communications. The Party Personnel Board of the Provincial People’s Committee launched Action Program 59-CTr/BCSD dated January 27, 2022 on implementation of Resolution 09-NQ/TU, the Provincial People's Committee issued Decision 96/QD-UBND dated February 2, 2022 on implementation of Action Program 59-CTr/BCSD and Decision 2314/QD-UBND dated December 15, 2022 on ratification of Ninh Thuan Digital Transformation Project for the 2021-2025 period, with a vision to 2030, Decision 1951/QD-UBND dated December 31, 2022 on ratification of the Feasibility Study Report of Ninh Thuan Digital Transformation Project for the 2021-2025 period according to Resolution 34/NQ-HDND dated May 17, 2021 on digital transformation investment policies in 2021-2025. Additionally, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Steering Committee and the Executive Board of Digital Transformation issued many documents and plans to direct the implementation of Resolution 09-NQ/TU and Information Technology Application and Digital Transformation Tasks. As a result, in 2022, the DTI Index of Ninh Thuan province ranked 27th out of 63 provinces and cities, climbing 26 places from 2021 and entering the group of good performers.

To maintain its DTI rankings, the Provincial People's Committee launched Plan 3402/KH-UBND dated August 16, 2023 on improving the DTI Index in 2023 and the following years. Accordingly, Ninh Thuan province assigned tasks to relevant agencies and localities to raise the DTI Index and its component indicators as illustrated in Decision 922/QD-BTTTT of the Minister of Information and Communications and specific tasks on digital transformation in the province. In the coming time, Ninh Thuan province will strongly speed up urbanization, improve the DTI Index in a sustainable way, change the awareness of civil servants, people and companies about the meaning, role and importance of digital transformation as well as the DTI Index; enhance the role and responsibility of agencies and local authorities to improve the DTI Index and complete digital transformation goals and tasks as per Resolution 09-NQ/TU dated November 29, 2021 of the Standing Board of the Provincial Party Committee.

At the same time, the province continued to raise the DTI Index every year, resolutely overcame limitations, proposed practical, effective and appropriate tasks and solutions to speed up digital transformation and addressed limitations to advance digital transformation. Ninh Thuan province's DTI Index was targeted to be in the group of good performers in the country by 2023 and beyond. By 2025, Ninh Thuan will be in the Top 15 provinces and cities by the DTI Index.

Digital transformation leveraged by IOC Center

To develop digital government, smart cities and digital transformation, in late 2020, Ninh Thuan province started operating the Intelligent Operations Center (IOC).

Mr. Nguyen Tri Long, Deputy Director of the Ninh Thuan Department of Information and Communications, said that the Ninh Thuan IOC Center has been to date connected and integrated with 13 information systems to perform monitoring and supervision like the online public service system, document sending and delivery and document digital signing system, smart tourism system, environmental monitoring system, fishing vessel monitoring system, irrigation database system, urban underground infrastructure management system, internet and social network information monitoring system, security camera system with 42 cameras, field reporting information system, land use planning information system, socioeconomic information system and local price database system.

Through the field reporting information system, people can reflect and make recommendations on inadequacies in social life, with images and videos, to the government directly through switchboard 1022, “Ninh Thuan e-government” account on Zalo application, NinhThuanIOC Facebook fanpage, tuongtac.ninhthuan.gov.vn website or Ninh Thuan digital citizen application. Such feedback is recorded and forwarded to authorities for settlement. The process of receiving and processing feedback and delivering its results are published for citizens to monitor this process until the final results are available. To date, more than 2,600 items of feedback have been received and processed and settlement results have been updated on the system, highly appreciated and supported by the masses. This is truly a tool and information channel for people to identify social shortcomings to the government directly, thus realizing the goal that each citizen is a “social sensor” that supports authorities at all levels to handle people's feedback quickly, promptly and effectively, so as to enhance the living and working environment for people and increase the openness and transparency of government. The surveillance camera system promptly detects and handles violations of road traffic order and safety in Phan Rang Thap Cham city and on National Highway 1A running through the province. Every year, over 24,000 cases of violations have been reported.

The IOC Center, which is monitored and censored around the clock, can make irregular and weekly operating reports and issue monthly electronic newsletters sent to agencies, localities and the Provincial People's Committee for effective direction, high-quality contributions to raise life quality of people, improved performance of governmental agencies and stronger local socioeconomic development, he added. On that basis, in the coming time, Ninh Thuan province will continue to maintain and invest in upgrading the IOC Center, building ICT Architecture for smart city development and building a smart urban platform in Phan Rang Thap Cham city. The province will strengthen network security, information security and data safety management and ensure four-layer information security. These efforts will help Ninh Thuan move forward faster on the journey to realizing its strategic goal of building e-government and smart cities and accelerating digital transformation.
