Hoa Binh province has actively promoted digital transformation in all fields and achieved many important results recently, helping foster rapid and sustainable socioeconomic development. The province is focusing on perfecting e-government and moving toward digital government, smart city services, digital economy and digital society by 2030.

To date, the province’s telecommunications and internet infrastructure has been basically invested and upgraded to meet administrative activities of Party and authorities at all levels, serve social and economic development, and ensure national security and people’s needs.
Hoa Binh currently has seven ICT companies (Viettel, VNPT Hoa Binh, Mobifone, Vietnamobile, FPT, Hoa Binh Cable Television and SCTV) that invest and build infrastructure and provide telecommunications and internet services. Mobile carriers have provided 2G/3G/4G coverage to all communes, wards and towns in the province. Mobile coverage by residential areas has reached 95.8% (with all 151 communes, wards and townships having base transceiver stations for mobile information coverage). Many new fiber optic lines are installed, extending the total length of fiber optic cables in the province to over 9,000 km.
In addition, regarding information technology infrastructure, all governmental agencies in the province have local area networks (LAN) and broadband internet connectivity. 98% of public employees at the provincial level are equipped with computers for work. Respective rates for district and commune levels are 91% and 88%.
On May 20, 2022, the Provincial People's Committee issued Plan 87/KH-UBND on Deployment of National Digital Address Platforms associated with digital maps of Hoa Binh province for development of digital government, digital economy and digital society; and at the same time, formed a shared database for agencies, organizations and enterprises to utilize and serve socioeconomic management and development needs.
By the end of November 2022, the Online Public Service Portal provided 621 public services of Level 3 and 1,002 public services of Level 4, and integrated 1,385 online public services with the National Public Service Portal. This helped modernize administration, and ensured accuracy and timeliness of handling administrative procedures and service for people and businesses.
In particular, Hoa Binh has piloted the Intelligent Operation Center (IOC) to enable the formation of a model smart city, help improve life quality of people and working performance of governmental agencies, and boost sustainable socioeconomic development.
Regarding digital economy, 80% of businesses are currently conducting e-commerce transactions, with 70% using business e-mails, over 30% having websites, over 30% joining e-commerce platforms to buy and sell goods and services, and over 20% applying specialized software.
Mr. Bui Duc Nam, Director of the Hoa Binh Department of Information and Communications, said that the Provincial Party Committee and the Provincial People's Committee issued Resolution 08-NQ/TU dated December 24, 2021 of the Provincial Party Committee on Hoa Binh digital transformation in the 2021-2025 period, with an eye to 2030; Decision 2436/QD-UBND of the Provincial People’s Committee on Hoa Binh Digital Transformation Plan for the 2021-2025 period, with a vision to 2030; Decision 785/QD-UBND dated June 8, 2022 of the Provincial People's Committee on Hoa Binh Digital Transformation Project in the 2022-2025 period, with a vision to 2030.” Accordingly, by 2025, the province will adopt a synchronous and comprehensive digital transformation, making Hoa Binh a good performer of digital government and digital government across the country.
To achieve these goals, in the coming time, the province will continue to develop digital government infrastructure; restructure information technology infrastructure of provincial and local agencies; speed up deployment of national databases and specialized data for administration requirements and for business support.
In addition, the province will build the Provincial Data Portal, connected to the National Data Portal (data.gov.vn); develop an integrated and shared data platform of the province; connect and communicate with national data sharing and integration platform to share information and data for mining and use.
Particularly, Hoa Binh will speed up deployment of services on the IOC Center; select typical urban areas for testing and integrating smart city services with the e-government system so as to scale up and popularize them.
