Along with tax administrative procedure reforms under the direction of General Department of Taxation, the Tax Department of Cao Bang has implemented many positive measures to improve the efficiency of tax administrative reform procedures. This helps create favourable conditions to support businesses to meet their tax obligations and improve the efficiency of the state budget of the province.
Ms Chu Thuy Oanh, Deputy Director of the Tax Department of Cao Bang, said that recently, the Tax Department has made public the administrative procedures and charges at the Department and the tax divisions of the district and the city. The receipt and the handling of tax records and tax procedures are implemented through the one-stop system to reduce costs and save time for taxpayers. The new tax policies are updated regularly on the website of Tax Department of Cao Bang and disseminated to the taxpayers through the mass media. Thereby, this process helps taxpayers approach and grasp policies quickly, which enable enterprises to stabilise their business activities and overcome the difficulties to commit obligations to the State budget. Besides, the Tax Department of Cao Bang performs the disclosure of the corporate tax and timely informs enterprises about the activities of the department on the website. At the same time, the quality management system in accordance with National Standards ISO 9001: 2008 helps control the process of solving problems of each tax division to timely manage and control errors during tax collection, as well as dealing with the administrative procedures for the taxpayers.
In 2014, under the guidelines of the Government, the Ministry of Finance and the General Department of Taxation, the Tax Department of Cao Bang has implemented the tax return online and give the guidelines to the tax payers with the determination of enabling the businesses to fill out the tax return forms online and pay tax online in the near future. The implementation of online tax filing will help the businesses reduce either the printing costs because all the data is processed through the Internet or the travel time and inconveniences to the taxpayers, which helps save time and resources for both of the tax payers and the tax authorities. Recently, the deployment of filing tax returns online has been encouraged in the province. As of December 31, 2014, 99 percent of the businesses in the province had registered the online tax returns. Also, the Cao Bang Tax Department in collaboration with the Information Technology Department has successfully deployed the application of the Tax Management Software (TMS) in the whole industry, upgrading the IT applications to meet the management policy of the state, providing the application software to support the tax declaration for taxpayers and regularly organising training courses to improve the capacity of the staff to meet the requirements.
Due to the implementation of effective measures to promote the reform of tax administration procedures, in 2014, the provincial tax revenue was VND944 billion, reaching 121.2 percent estimated revenue of the Ministry of Finance and 103.8 percent of estimated revenue of the province, up 5.85 percent compared with the same period in 2013. As of December 31, 2014, the total provincial tax debt was US$98.5 billion, accounting for 6.6 percent of the total state revenue, exceeding the targeted 1.6 percent compared with the General Department of Taxation.
