Tuyen Quang Working out Business Environment Improvement Solutions

To create a new impetus to draw more investment capital in the 2016 - 2020 period, the Tuyen Quang provincial government has carried out various measures to speed up public administration reform, enhance competitiveness and improve the investment and business environment. Mr Tran Van Luong, Deputy Director of the Department of Planning and Investment of Tuyen Quang province, grants an exclusive interview to Vietnam Business Forum on this issue. Ngo Khuyen reports.
How do you assess the investment attraction results of Tuyen Quang province in 2011-2015?
Tuyen Quang province witnessed 534 businesses registering for establishment with a combined registered investment capital of VND1,466 billion in 2011-2015, bringing total companies, corporate branches and representative offices in the province to 1,135 with a total registered capital of VND10,506 billion. In the past five years, the province granted investment certificates to 96 projects and allowed five projects to add to their registered capital by VND6,900 billion, including three foreign direct investment (FDI) projects (totalling five FDI projects with US$124.4 million of investment capital and employing 4,300 workers). In 2015 alone, Tuyen Quang attracted some big projects, including a Vincom Tuyen Quang shop-house and shopping mall (invested by Vingroup Group), Muong Thanh Tuyen Quang Hotel (Dien Bien Construction Private Enterprise No. 1), and Tuyen Quang garment factory (Vietnam National Textile and Garment Group - Vinatex). Most projects focus on mining, industry, agriculture and forest production and they are now operating effectively.
 
Tuyen Quang has carried out 17 official development assistance (ODA) projects with a total grant of VND2,500 billion, including a general hospital project in Trung son area, Yen Son district (funded by OPEC); an agricultural, farmer and rural development support project (by IFAD), a traffic construction project (by ADB), a sustainable rural infrastructure development project (by ADB) and a mountainous urban development programme in Tuyen Quang City (by WB).
 
The province has also made great efforts to draw funds from the non-governmental organisations (NGOs). In 2011-2015, Tuyen Quang had 41 programmes, projects and grants with a pledged budget of US$7.7 million funded by 19 NGOs. Typical NGO-funded ongoing projects include a rural development support project in Van Phu, Dai Phu, Son Nam and Thien Ke communes in Son Duong district in 2011-2015 funded by the Good Neighbours International (GNI) of South Korea and Na Hang development project funded by the World Vision Organisation.
 
 
2016 is the first year to execute the medium-term 2016-2020 plan. Could you please briefly introduce the province’s investment attraction orientations and measures for the next five years?
Tuyen Quang province has defined to draw investment capital to tap its potential and advantages in line with its socioeconomic development orientations to provide employment, raise incomes and improve living conditions for the people, while ensuring natural resource conservation, environmental protection and sustainable development.
 
On that basis, the province determined investment attraction orientations as follows:
- Agricultural, forest and aquatic farming and processing projects; agricultural and rural development services
- Infrastructure development: Commercial centres, supermarkets, hotels and restaurants.
- Tourism development
- Industrial and supporting industry development, construction material production, mining and mineral processing projects
- Priority is given to drawing investment capital for Long Binh An Industrial Park, Son Nam Industrial Park, Khuon Phuon Industrial Complex (Na Hang district), An Thinh Industrial Complex (Chiem Hoa district), Tan Thanh Industrial Complex (Ham Yen district) and agricultural and rural development projects.
- National cultural, historical and ecological relic zones, particularly Tan Trao Special National Relic Site, My Lam mineral spring resort, Na Hang ecotourism zone and six major attractions (Tan Trao Special National Relic Site, My Lam mineral spring resort, Na Hang ecotourism zone, Tuyen Quang City historical and cultural tourism site, Chiem Hoa historical and ecological tourism site and Ham Yen ecological tourism site.)
 
How has investment administrative reform been carried out in Tuyen Quang province?
In the past years, the province has focused on issuing effective investment attraction policies like investment incentive policies, handicraft and cottage industry development policies, farming economic development policies, agriculture and rural development investment encouragement policies. The province promulgated Decision 03/2012/QD-UBND of the Provincial People's Committee dated March 12, 2012 on amendments and supplements to a number of articles of Decision 25/2007/QD-UBND dated August 14, 2007 on investment incentive policies in Tuyen Quang province. Resolution 41/2015/NQ- HDND of the Province People's Council dated December 22, 2015 on agricultural and rural development investment incentive policies in 2016-2020.
 
In 2015, the Tuyen Quang Small and Medium Enterprises Association built and announced the business sentiment index to gauge business sentiment in investment and business climate in district and sector levels in the province. Survey results are the basis for local authorities to settle administrative procedures more effectively and improve the service and attitude of civil servants in handling administrative procedures.
 
How do you assess the improvement in provincial competitiveness index (PCI) of Tuyen Quang province?
Given the PCI's importance to enhancing the investment environment, attracting investment and boosting socioeconomic development, the province established a steering committee for PCI improvement and issued action programmes and action plans on PCI improvement. The Provincial People’s Committee directed heads of provincial departments and agencies and chairpersons of District People’s Committees to build action programmes and plans, specify working plans and tasks and determine specific objectives, tasks and measures. On that basis, agencies and committees seriously implemented and focused on various contents like developing and implementing single-window mechanism for administrative procedures concerning business registration, investment registration, tax registration and land lease; settled complaints of citizens and businesses; supported worker training; managed lands; reviewed and amended development planning.
 
The Provincial People’s Committee held regular dialogues with businesses in order to grasp their difficulties and obstacles to have timely direction and settlement. In 2015, it hosted five “Business coffee” programmes attended by members of the PCI Steering Committee and over 700 enterprises, cooperatives and business households.
 
At these gatherings, provincial leaders directly exchanged information with enterprises and received comments, proposals and recommendations concerning administrative procedures and land access. Provincial authorities also communicated on new documents, policies, opportunities and challenges to local businesses.
