Quang Ninh, SBV Top Administrative Reform Index in 2017

The northern province of Quang Ninh climbed to top spot among localities nationwide in terms of the Public Administrative Reform Index (PAR Index) 2017, as announced at a conference held by the Government’s Central Steering Committee for Judicial Reform and the Ministry of Home Affairs on May 2.

Generally, the ministries, sectors and localities have made a lot of positive changes in their administrative reform, especially having deployed the models of dealing with administrative procedures online for the people and organizations.

Ha Noi and southern Dong Nai province came in second and third place, respectively, in the PAR Index of 63 centrally-run cities and provinces, while the central province of Quang Ngai reported the poorest administrative reform performance.

The State Bank of Viet Nam (SBV) went on to take the lead regarding the PAR Index of 19 ministries and ministry-level agencies, followed by the Ministry of Information and Communications and the Ministry of Finance. Meanwhile, the Committee for Ethnic Minority Affairs stood at bottom place in this year’s list.

According to the Ministry of Home Affairs’ assessments, the satisfaction index of the whole country reached nearly 78 per cent in terms of access to services, approximately 85 per cent with regards to administrative procedures, 82 per cent concerning public servants, and 81 per cent regarding administrative services.

Speaking at the conference, Permanent Deputy PM Truong Hoa Binh requested ministries, sectors, and localities to include the annual PAR Index into the work of directing, running, and monitoring their units.

He hailed the satisfaction index in terms of administrative services as an important criterion to evaluate the quality of public administrative services, asking state agencies to constantly consider it a measure to feature the quality and operational efficiency of their units.
