Tan Phu Dong District: Harnessing Potential and Advantages for Marine Economic Development

To leverage its inherent strengths and stimulate socio-economic growth, Tan Phu Dong district in Tien Giang province has been methodically executing an array of research-driven strategies. These encompass a comprehensive assessment of the district’s potential, advantages, challenges and obstacles. This approach is designed to guide socio-economic development initiatives, effectively harnessing the district’s potential and strengths for future prosperity.

Tan Phu Dong district, with a natural area of 24,099 hectares, including 7,418 hectares of unused land in the coastal water surface area, possesses a relatively large existing public land fund. This is considered a significant potential and advantage for the district’s marine economic development.

Given the district’s specific terrain and natural socio-economic conditions, it is recognized that the development of industrial clusters, tourism, and the exploitation of energy sources in the sea are distinct advantages of the district. Specifically, there is an operational wind energy exploitation project with a coastal water surface lease area of 436 hectares to implement the Tan Phu Dong 1 wind power plant project for a duration of 30 years. Additionally, one investor is preparing an application to allocate a marine area of approximately 250 hectares for aquaculture. The Phu Tan Fisheries Cooperative is also operating in the aquaculture field with an area of about 370 hectares.

To promote its strengths and socio-economic development, the district has been progressively implementing Plan 191/KH-UBND dated August 31, 2023, of the Tan Phu Dong District People’s Committee. This plan involves implementing Plan 371/KH-UBND dated July 31, 2023, of the Provincial People’s Committee on implementing Resolution 48/NQ-CP dated April 3, 2023, of the Government. This resolution approves the Strategy for sustainable exploitation and use of resources, protection of the marine and island environment until 2030, with a vision to 2050 in each stage to ensure compatibility with the local actual situation. As a result, it will develop coastal clam farming areas, research and develop renewable energy (wind power), coordinate with relevant departments and branches to plan aquaculture development in saline - brackish ecosystems within six nautical miles or more, develop tourism, and a comprehensive seafood industry in the fields of aquaculture, exploitation, processing, and logistics services in an effective, modern, sustainable manner. This approach protects the ecological environment, aligns with the requirements for international integration, and contributes to protecting national defense and security at sea.

The district is actively engaged in the reform of administrative procedures, effectively implementing these procedures in accordance with the one-stop mechanism at the department responsible for receiving and returning results. It strictly adheres to Directive 01/CT-UBND, dated February 21, 2017, issued by the People’s Committee of Tien Giang province, which emphasizes the importance of discipline, the enhancement of public service ethics, and professional ethics in the performance of duties by officials, civil servants, and public employees.

Currently, the district is collaborating with various industries to concentrate on attracting investment. It has directly reached out to and introduced potential investors to survey, research, and evaluate investment opportunities in the district. Simultaneously, the district has coordinated efforts to compile a list of projects seeking investment in the area. The Eastern cluster, which is inviting investment for a high-tech aquaculture project on 28.7 hectares of land, the Market Quarter project in Phu Thanh commune, and residential housing projects in the district administrative center area have been approved by the Provincial People’s Committee in Decision 1581/QD-UBND, dated June 2, 2022.

In alignment with the development orientation of the Eastern economic region of Tien Giang province, the district is planned as a pivotal area for marine economic development, associated with marine eco-tourism development. This is in accordance with Resolution 13-NQ/TU, dated June 15, 2022, of the Provincial Party Committee on “Leadership for the construction and development of Tan Phu Dong district to 2025 and orientation to 2030”. Numerous new guidelines and policies on socio-economic and defense-security have been implemented by the Central Government and province. The coastal road project connecting the provinces of Long An, Tien Giang and Ben Tre, which passes through Tan Phu Dong district, will create new conditions for the district’s development, contributing to enhancing efficiency and sustainability.
