Placing people and life quality at the center, Ninh Binh province has focused on fostering sustainable urbanization in recent years. The province has strived to develop Ninh Binh urban areas into a service and eco-cultural tourism center of the Red River Delta and promote Trang An Scenic Landscape Complex.

Favorably lying in the south of the Red River Delta, about 90km from Hanoi, Ninh Binh province becomes an important bridge for economic, trade, tourism and cultural exchanges with the rest of the country. The construction sector of the province defines urban planning and development as the most important task to boost socioeconomic development.
In recent years, the province's urban infrastructure has developed strongly, with many arterial roads built, including National Highway 1A, National Highway 10, Belt Road477, Dinh Tien Hoang Street, Le Hong Phong Street, Le Dai Hanh Street, Luong Van Thang Street and some roads in Tam Diep City and Ninh Binh City.
Ninh Binh completed making the Ninh Binh Urban Master Plan to 2030, with a vision to 2050, and the master construction plan for Trang An Scenic Landscape Complex, which were approved by competent authorities. These plans are used as the foundation for making detailed plans.
In addition, all urban areas have overall plans and larger ones have development plans for subdivisions and special function zones. The province completed construction plans for industrial zones and all 119 communes. The construction sector established detailed plans to lay the groundwork for managing construction investment in urban areas.
Mr. Dinh Duc Huu, Deputy Director of Ninh Binh Department of Construction, said that on March 16, 2023, the Ninh Binh Provincial People's Committee issued Decision 133/QD-UBND on Ninh Binh Urban Development Program for the 2021-2030 period, with an eye to 2050. Accordingly, in 2021-2025, the province will have 11 urban areas, including one second-grade urban area (Ninh Binh City), one third-class urban area (Tam Diep City), and nine fifth-grade urban areas (Thien Ton, Phat Diem, Binh Minh, Nho Quan, Yen Ninh, Me, Yen Thinh, Ria and Gian Khau). The urbanization rate is expected to reach 45% by 2025.
In 2026 - 2030, the province will have 14 urban areas, including one second-grade urban area (Ninh Binh City), one third-grade urban area (Tam Diep City), two fourth-grade urban areas (Kim Son and Nho Quan districts) and 10 fifth-grade urban areas (Thien Ton, Yen Ninh, Me, Yen Thinh, Gian Khau, Ria, Van Long, Gia Lam, Khanh Thien and Khanh Thanh). The urbanization ratio will reach 50% by 2030.
In 2031-2050, Ninh Binh province will have 15 urban areas, including two second-grade urban areas (Ninh Binh City and Tam Diep City), six fourth-grade urban areas (Kim Son, Nho Quan, Me, Yen Ninh, Yen Thinh and Thien Ton) and seven fifth-grade urban areas (Gian Khau, Van Long, Khanh Thien, Khanh Thanh, But, Long and Ninh Thang). The urbanization rate will be 60% by 2040 and 70% by 2050.
The urbanization program categorized urban areas into three regions (central, western and eastern) with inter-regional and inter-district development strategies that are connected to promote circular development based on road and riverway transport systems, tourist centers, industrial zones, and accelerate urbanization development.
“This will be a good premise and momentum for the province to continue socioeconomic construction and development as a political, economic, cultural and social center of the Red River Delta," he affirmed.
In the coming time, the construction sector will continue to complete its existing urban infrastructure and keep urbanization pace as planned; coordinate with other sectors to make good urban plans to ensure landscape, architecture and aesthetic elements to preserve natural cultural values, and create a foundation and motivation for the province's development in the new era.
| In July 2023, Ninh Binh province will organize a workshop on sustainable urban development to seek solutions to strengthen regional connectivity to 2030 and further to 2050. On that basis, the province will define requirements for urban management and development and heritage safeguarding in order to propose solutions for handling and settlement; and propose new strategic, visionary plans towards long-term sustainable development. |
At the same time, the sector will advise on construction investment mechanisms and policies; improve the competitiveness of building materials; and accelerate scientific and technological research, and new construction tech application in order to enhance constructional quality and reduce construction time.
To support businesses and investors, the Department of Construction will review and simplify administrative procedures, reduce construction licensing time and grant practice certificates. Besides, the department will review construction regulations; perfect laws and regulations on administrative procedures; organize dialogues to seek solutions to difficulties and problems; and publicize hotlines and addresses for receiving complaints and recommendations from people and businesses.
