Can Tho City is determined to promote digital transformation on all three pillars: digital government, digital economy and digital society, with focus placed on health, education, transportation, agriculture, environmental resources and tourism among others to accelerate the settlement of urgent matters and create new growth momentum.

According to the Ministry of Information and Communications, in 2022, Can Tho City’s Digital Transformation Index (DTI) ranked 5th among 63 provinces and cities for the first time, climbing up 10 places from 2021). Among the three pillars, digital government ranked 5th (up 16 places), digital economy ranked 2nd (up 9 places) and digital society ranked 5th (up eight places).
Regarding digital government, telecommunications infrastructure has been strongly invested and developed. Many digital platforms and shared databases have been launched, produced initial effects and helped improve the leadership and administration capacity of all levels of government. The information system for handling administrative procedures has been upgraded to better support people, rated to have the “highest quality among 63 provinces and cities”. Can Tho has also piloted the Intelligent Operations Center (IOC) to serve the city government in 10 areas.
Regarding digital economy, we have sped up support and guidance for people, cooperatives, and businesses to register and promote products and services on e-commerce platforms. Currently, 92 OCOP products have been marketed on e-commerce sites and social networks. The city's 20-ha Information Technology Park is supporting resettlement and preparing for infrastructure construction.
Regarding digital society, noncash electronic payment services are widely deployed. Currently, all 120 clinics use chip-powered citizen identification cards, with 197,066 searches submitted. As many as 890,647 people have their health insurance card information synchronized and integrated into the national population database, reaching 86%.
Mr. Huynh Hoang Men, Director of the Can Tho Department of Information and Communications, said: The city has basically completed the legal framework on digital transformation such as Resolution 10-NQ/TU on Can Tho construction and development as a smart city in 2016 - 2025, Resolution 02-NQ/TU on Can Tho Digital transformation to 2025 and further to 2030, Plan 241/KH-UBND dated November 31, 2021 on Can Tho Digital transformation to 2025 and further to 2030.
Accordingly, digital transformation is determined to be built on three main pillars: digital government, digital economy and digital society. Can Tho will take the lead in testing new technologies and models; fundamentally and comprehensively reform the administration of the city government, production and business activities of enterprises, life and work of people; and develop a safe, humane and popular digital environment. The city also selected nine priority areas for digital transformation, including health, education, agriculture, natural resources - environment, finance - banking, transportation, energy, industry and tourism.
Can Tho People's Committee launched 24 digital transformation plans and programs and 607 digital community groups with 2,417 members have been established to conduct digital transformation. The awareness of authorities, people and enterprises in digital transformation has gradually been raised. As many as 3,500 officials at all levels have been provided training in digital transformation. |
To achieve breakthrough digital transformation in the coming time, Can Tho will effectively carry out the following solutions: Placing people and businesses at the core, actors, goals and motivation of digital transformation; improve the quality of human resources and awareness of digital transformation at all levels and sectors; pay attention to investing in building telecommunications and information technology infrastructure; introduce investment incentives for industry, information technology and innovation.
“The city determines that digital transformation creates a breakthrough opportunity to ‘take shortcuts and get ahead’ in the Fourth Industrial Revolution. Can Tho will strive to be in Top 10 best performers of digital transformation in the country,” he emphasized.
