The decisive leadership of the Party Committee and the Board of Directors, the high solidarity and determination of the staff are vital for the Bac Lieu Management Board of Civil and Industrial Construction Investment Projects to successfully complete its assigned tasks.
The Bac Lieu Management Board of Civil and Industrial Construction Investment Projects, set up in 2016, is a public nonbusiness agency directly affiliated with the Bac Lieu Provincial People’s Committee and works on the self-funded principle as stipulated in Decree 60/2021/ND-CP of the Government. The board administers construction investment projects related to civil engineering, light industry, building material, technical infrastructure, urban traffic and power grid; invests in urban development and specialized industrial projects assigned by the provincial government.
In the past five years (since 2017), the board has always successfully fulfilled its assigned tasks. The agency is awarded the Emulation Flag for performance by the Provincial Bac Lieu People’s Committee every year. Especially in 2018, it was honored to be presented by the Emulation Flag for excellent performance by the Prime Minister. Currently, the board is submitting a list of high performing employees and units to the Provincial People's Committee for being awarded the Certificates of Merit on the 25th founding anniversary of Bac Lieu province. Its Party Committee is also always ranked and certified for excellent work performance, integrity and strength by the Executive Board of the Bac Lieu Provincial Party Committee, including the certificate for excellent work in 2018.
Overcoming the pandemic to ensure safety, quality and progress
Mr. Nguyen Van Vinh, Director of the Bac Lieu Management Board of Civil and Industrial Construction Investment Projects, said in the past time, the complicated development of COVID-19 pandemic, rising prices of iron, steel, sand and other construction materials resulted in many difficulties for its activities.
“At the peak of the epidemic, social distancing made it difficult for contractors outside the province to arrange personnel for their construction projects in Bac Lieu province while their employees had difficulty accessing their workplace. As a result, the board could not directly invite construction contractors and consulting contractors to press on progress and quality of design documents and on-site construction or handle difficulties and obstacles arising out of construction process and design verification,” he cited.
Faced with those difficulties, in order to successfully carry out its tasks, ensure project quality and progress, the Party Committee and the Board of Directors performed resolute leadership and all employees were united and determined to actively prepare investment projects in 2021 right from late 2000, selected capable design and appraisal consultants and deploy and chose time-reliable contractors. As a result, in 2021, many projects were completed and put into use as planned.
In 2021, the board carried out 26 projects rolled over from 2020, launched five new projects and prepared three projects for investment in 2022. All 23 project bids were selected online. Up to 95% of planned investment value was disbursed by December 31, 2021 and 98% by January 31, 2022. This result positively helped the province achieve its socioeconomic development goals.
Given these achievements, in 2022, the board is resolved to invest in assigned projects as scheduled, ensure quality and progress of projects to put them into operation as expected. At the same time, contractor selection will be quick and online on a priority basis. In particular, the board targets to spend over 95% of registered investment fund for its projects.
