Nam Dinh: Breakthrough in Socio-economic Development

The overall socio-economic growth of Nam Dinh province has been stable and has made many positive changes in the past year. In particular, Nam Dinh is one of the first two provinces of the country to Vietnam to have fulfilled a new countryside program. The province is committed to continuing to promote administrative reform, enhance competitiveness, improve the investment and business environment, and support business development. Vietnam Business Forum has an exclusive interview with Mr. Pham Dinh Nghi, Chairman of the Nam Dinh Provincial People’s Committee. Ha Thanh reports.

Could you please briefly introduce the province’s outstanding achievements in 2019?

In 2019, the overall picture of socioeconomic development of Nam Dinh province was quite good. All 18 socioeconomic development targets were achieved and exceeded. Many targets grew most since the start of this administration term, including GDP growth of 8.86%, merchandise export of over US$2 billion, and developed education system. At the same time, Nam Dinh is one of the first two provinces in Vietnam to fulfil a new countryside program.

What are important breakthroughs for these successes?

In 2019, Nam Dinh province strictly carried out the guidance of the Politburo, the Secretariat, the Government and the Prime Minister and focused on fulfilling tasks and solutions announced at the beginning of the year. With the efforts of the people and the business community, the province attained stable socioeconomic development. Specifically, the National Target Program on New Countryside Construction was aggressively carried out from provincial to local levels and drew positive response from people of all strata. On October 18, 2019, the Prime Minister signed a decision recognizing Nam Dinh province as having completed new countryside tasks in 2019, reaching the goal 1.5 years ahead of schedule as set in the resolution of the 19th Provincial Party Congress.

Nam Dinh was one of the first two provinces in Vietnam to complete the National Target Program on New Countryside Construction and honorably received the Third-class Independence Order from the President of Vietnam. All its 10 districts and cities were awarded the Third-class Labor Order. In particular, rural socioeconomic infrastructure and transport infrastructure was invested, upgraded and completed. Rural environment, landscape and appearance were made bright, green, clean and beautiful. The material and spiritual life of rural people was raised. Rural security and order was maintained.

Planning was actively carried out, including Nam Dinh City construction master plan, Rang Dong urban area master plan in Nghia Hung district, construction plan for functional areas in the south of Rang Dong Urban Area to 2040, and an urban area general plan covering four communes in Y Yen district to call for investors. The province radically directed investment promotion and attraction, focused on drawing major investors to build infrastructure systems in industrial parks and commercial service projects. As a result, the province obtained very good investment results, with the domestic investment fund 3.5 times higher than in 2018.

Site clearance and construction progress of investment projects were sped up. Typical projects included a trunk road linking the Nam Dinh coastal economic zone with Cau Gie - Ninh Binh Expressway, Thinh Long Bridge, Tran Dynasty historical and cultural festival complex, Truong Chinh Monument, Song Dao new urban area, provincial roads (487B, 488B and 485B), and infrastructure investment projects in industrial areas.

Cultural and social aspects achieved strong progress. The education and training sector achieved high results, evidenced by the highest average score in the country on the high school graduation exam. Culture, arts and media activities took place lively. The province’s athletes achieved high standing in international, regional and national sports competitions. Social security was well implemented.

Nam Dinh also concentrated on arranging and merging public non-business units in the spirit of Resolution 19-NQ/TW dated October 25, 2017 of the Party Central Committee (12th term) on continued organizational and administration reform and quality and performance improvement of public non-business units.

Administration reform and e-government construction continued to be the focus. Information technology infrastructure was invested. The sending and receipt of digitally authenticated electronic documents on the national document link axis and importantly contributed to administrative system modernization. Nam Dinh established and effectively operated the Public Administration Center.

The settlement of complaints and denunciations was praised by the public. Local defense and military tasks were fulfilled. Military recruitment was public, fair and lawful. Regular police were assigned to hold police positions in all communes and towns. Traffic safety and order was guaranteed. Traffic accidents reduced in all three criteria from a year ago. Political security and social order and safety were maintained.

Could you please tell us your specific approaches to achieve socioeconomic targets in 2020 as set by the Resolution of the 19th Provincial Party Congress?

2020 is a very important year, the last year to implement the 5-year plan from 2016 to 2020 and the year of conducting Party congresses at all levels for the 2020-2025 term, a step towards the 13th National Party Congress. Vietnam was forecast to maintain economic growth momentum, ensure macroeconomic stability, control inflation, advance economic restructuring, change the growth pattern, and enhance growth quality, labor productivity and economic competitiveness in 2020. In Nam Dinh, political and social security will be stable, and the socioeconomic infrastructure system will be increasingly completed. Achievements of the National Target Program on New Countryside Construction will create dramatic changes in socioeconomic development. The province's efforts in recent years to reform administration, improve the investment environment and stimulate startups will boost manufacturing and business development.

In order to achieve the socioeconomic targets set by the Resolution of the 19th Provincial Party Congress, Nam Dinh province will step up the implementation of consistent measures for a better business investment environment, stronger business startups and more robust business development. The province will promote achievements of new countryside construction in the 2010-2019 period, focusing on building advanced countryside construction models. Nam Dinh province’s major specific indicators include the GRDP growth (based on comparative prices in 2010) of 9.5% or more, the export value of US$2.2 billion or more, the total investment growth of 16.5% or more, the fiscal revenue of VND5.7 trillion, 25% or more of communes and towns certified to meet advanced new countryside models, and 10 or more exemplary new countryside models in communes and villages. Hai Hau district will basically meet advanced new countryside model criteria.
