Approved for establishment by the Prime Minister in 2013, Nam Cao University Complex, located in Phu Ly city and Duy Tien town, Ha Nam province, is aimed to become a general university complex, a scientific and technological research and development center. To date, the university is rated as a potential trainer of highly qualified technical and professional human resources for the Red River Delta and the Greater Hanoi region in the course of accelerating industrialization and modernization.

The university complex is conveniently accessible to traffic routes. It is situated between National Highway 1A and Cau Gie-Ninh Binh Expressway which connects Ha Nam province with Hanoi and southern provinces. About 75km from Noi Bai International Airport, the educational complex is connected with the Hanoi-Ho Chi Minh City Economic Corridor and big cities along highways and National Highway 1A. It is linked to the new center of Phu Ly City with a 68m road and an urban railway line. Nam Cao University can supply high-quality human resources in all fields for Japanese and South Korean companies in Dong Van III and Dong Van IV industrial parks.
Nam Cao University Complex is defined by the Government as an important part of an international network of universities and colleges. Covering an area of 912 ha, the university is capable of training 50,000 - 80,000 students. When it is put into operation, the university will meet the training demand for professional and technical human resources in the Red River Delta and the Greater Hanoi region. Besides, the university complex will accommodate some universities and colleges relocated from Hanoi’s downtown in line with the university and college network planning in 2006-2020 and the master plan for university and college system construction in the Hanoi region to 2025, with a vision to 2050.
Since its establishment, Nam Cao University Complex has been allowed by the Prime Minister to apply the highest regulatory preferences for higher education. At the same time, it is also permitted to pilot investment mechanisms for social infrastructure construction for long-term lease to non-public units and entitled to mechanisms and policies on housing development for tertiary students. In addition, in order to concretize some policies in the approved project, the Ha Nam Provincial People’s Committee applied investment preference policies to Nam Cao University Complex, including tax and land rent exemption and reduction, support for infrastructure construction, site clearance and legal procedures.
After 10 years of development, Nam Cao University Complex has basically completed building essential foundational infrastructure systems such as traffic routes, water supply networks and power grids for construction of component projects by investors. With its favorable natural conditions, geographical location, traffic connectivity and estate as well as preference policies, Nam Cao University Complex has so far become an attractive investment destination that gathers many universities, colleges, academies, vocational schools and famous training institutions registered for research and investment. For example, FPT UniSchool Ha Nam Education Complex, started construction on May 31, 2022, is a training center for all levels of education from high school to college, with a training capacity of 10,000 students. The University of Civil Engineering inaugurated a dormitory and lecture hall on September 11, 2022 and sent students to Ha Nam Campus for training in November 2022. In addition, some investors have registered and implemented other urban function projects.
On June 21, 2022, the Ha Nam Provincial People’s Committee issued Decision 1266/QD-UBND approving the adjustment to the 1/2000 scale zoning plan of Nam Cao University Complex to match the province’s socioeconomic development requirements and the general development trend of the nation. The revised planning of Nam Cao University Urban Complex was aimed to achieve its goals, helping adjust the university and college network for the Greater Hanoi region, the Red River Delta and receiving some universities and colleges relocated from Hanoi’s downtown in accordance with the university and college network planning in the 2021 - 2030 period, with a vision to 2050; establish an advanced model for building professional educational institutions and scientific and technological research and development facilities linked to urban areas; and facilitate gradual modernization of technical infrastructure for higher education institutions toward regional and international standards.
The revised master plan has been synchronized with changed technical and social infrastructure in projects of the Nam Cao University Complex, helping address difficulties in executing the old planning, effectively operate the frame traffic system, create appeals for investment projects, especially urban development projects. It has also helped form an impressive central area that produces ripple effects on the whole university urban complex to facilitate the development of Nam Cao University Complex in particular as well as the socioeconomic development of the region and Ha Nam province as a whole.
To build Nam Cao University Complex into a regional and international education and training model, the Management Board of Nam Cao University Complex will give priority to selecting and attracting well-reputed education investors and institutions to ensure the supply of highly qualified labor resources for industrial and service zones in the province in the coming time. It will actively support infrastructure and urban developers to select investment plans to achieve high performance and match with the approved development approach of Nam Cao University Complex. Priority is given to inviting non-public schools, foreign-invested schools, and company-linked vocational training institutions to provide order-based training for employers. The board will call for large corporations to invest in technical infrastructure construction for lease or for their own operation.
At the same time, the board will continue to coordinate with relevant agencies to study construction and advise the Provincial People's Committee to submit to the Government for application of preference policies to create advantages to attract investment capital for the university complex development. In addition, it will allocate the fund for site clearance in prioritized locations to complete the construction of a 68-m dynamic trunk road linking Phu Ly with Dong Van (adjoining National Highway 38); continue to build and complete important regionally connected roads like Le Cong Thanh Road (27m wide) and Crossroad N1 (42m) linked to National Highway 1A. The board will also call for private funds for other essential technical infrastructure such as internal roads, power grids, water supply networks, wastewater collection and treatment facilities.
