During the meeting, he congratulated and praised the efforts and achievements that the Party, the government, and people of Lang Son province have made, especially in recent years.
General Secretary Nguyen Phu Trong emphasized that Lang Son Provincial Party Committee needs to be more fully aware of overall development and context, unique advantages, and difficulties of a mountainous agricultural province which also has a lot of potential and favorable conditions for economic development. This will enable the province to set goals and requirements and identify key tasks and breakthrough solutions. Lang Son needs to focus on leadership and direction to create new, stronger progress in socioeconomic development.
The province needs to clearly define and promote the border gate economy, not only for the province but also for the whole country’s development, especially northern provinces. At the same time, it needs to strengthen trustworthy friendly neighborly relationships with China.
General Secretary Nguyen Phu Trong also emphasized that Lang Son province is a poetic and lyrical land with a diverse and rich culture. He required the province to combine economic growth with cultural and social growth. All those strengths and potentials need to be exploited and promoted, with the spirit of taking the people as the center, thereby constantly improving their material and spiritual life.
According to General Secretary Nguyen Phu Trong, Lang Son province should prioritize human resources development based on the major orientations set out by the 17th Provincial Party Congress. This includes paying attention to personnel work, having plans for training and fostering officials methodically, both for the immediate and long-terms, and actively intensifying coordination with neighboring provinces and ministries for the highest and most effective use of all resources for development investment.
The province should also clearly define its role, position, potential, and strengths in the northern midland and mountainous region, in the Red River Delta and Hanoi region. It must attach importance to regional connectivity to create driving forces for development; expand rapidly and sustainably; have synchronous infrastructure; and build Lang Son into a province with modern services, agriculture, and industry.

In addition, Lang Son needs to ameliorate and enhance the life of policy-beneficiary people, people with meritorious services to the nation, poor households, and ethnic minorities in remote areas. The province should conduct policies for people with meritorious services to the nation and ethnic minorities, social security, and sustainable poverty reduction policies.
General Secretary Nguyen Phu Trong emphasized that Lang Son, as a frontier province that plays an important role in national defense and security as well as in economic development, must prioritize the protection of the domestic market to safeguard the sovereignty and economic security of the country. To achieve this, Lang Son must pay special attention to building and firmly consolidating the all-people national defense in association with people’s security. It must also closely combine socioeconomic development with consolidating national defense and security, carry out ethnic and religious policies to ensure political security, social order, and safety, maintain sovereignty over national borders, build borders of peace, stable friendship, cooperation, and development. Lang Son must actively and effectively carry out foreign affairs and international integration to create a favorable environment for socioeconomic development of the province, the northern midland and mountainous region, and the whole country.
General Secretary Trong also requested Lang Son to take full care and do better in the Party and political construction. This includes promoting democracy and great unity of the entire people to create high consensus among them to build stronger unity. Lang Son must constantly reform the leadership method of the Party at all levels, build a truly strong Party and political system in the spirit of the resolution of the 12th Central Committee and Conclusion No. 21- KL/TW of the 4th Central Party Plenary (13th term) on promoting Party and political construction and rectification that is truly clean and comprehensively strong.
General Secretary Nguyen Phu Trong emphasized that the province must resolutely prevent and repel negative phenomena. It must strictly handle officials and Party members with degraded political ideology, ethics, and lifestyle, with signs of “self-evolution” and “self-transformation”. At the same time, it must protect officials and Party members who dare to think, speak, do, and take responsibility for common interests. The province must strictly implement Regulation No. 37-QD/TW on “Things that Party members cannot do” and continue Directive No. 05-CT/TW of the Politburo on “Studying and following the ideology, morale, and manner of Ho Chi Minh.”
Regarding Lang Son’s recommendations and proposals, General Secretary Nguyen Phu Trong requested that the Party Central Committee’s Office synthesize and send them to relevant agencies to study, consider, and work with the province on specific solutions to existing issues with the spirit that best conditions will be given to Lang Son for more rapid and sustainable development.
General Secretary Nguyen Phu Trong expressed his hope that the Party, the government, and people of Lang Son province will continue to unite, work together, and strive to comprehensively fulfill all targets and tasks stated in the resolution of the 13th National Party Congress and the 17th Provincial Party Congress. He wished that with the glorious tradition of history, culture, and revolution, together with the will for self-reliance, strong desire to grow, creative spirit, dynamism, and innovation, Lang Son will become more developed, more beautiful, and bring warm, joyful, and happy life to its people.
