Over the past time, facing difficulties caused by the COVID-19 epidemic and global economic fluctuations, the industry and trade sector of Ha Nam province has actively carried out business support solutions and obtained important achievements. In 2022, industrial and commercial production results achieved or exceeded their planned targets. Our reporter has an interview with Mr Hoang Chi Dung, Deputy Director of Ha Nam Department of Industry and Trade.

According to statistics, in 2022, all industrial and commercial activities achieved or surpassed their planned targets. Could you please introduce these remarkable figures?
In 2022, the industrial production value was estimated at VND176,274.1 billion, up 14.5% from a year earlier and 1.2% higher than the yearly plan. Total retail revenue of consumer goods and services was estimated at VND41,228.6 billion, up 32% year on year and 14.6% higher than the full-year plan. The total export value rose 13.7% year on year to US$5,568 million, 26.6% higher than the target. The total import value climbed 21% to US$4,832 million, 24.5% higher than the target. Some key products of the province expanded. Electric and electronic equipment advanced 16.9%; cement and clinker expanded 29.4%; children's toys looked up 27.4%.
To raise the Business Support Services Index (one of 10 PCI components), what tasks and solutions has the sector carried out?
To carry out Action Program 2114/CTr-UBND dated August 16, 2022 of Ha Nam Provincial People's Committee on improving business investment environment and enhancing the Provincial Competitiveness Index (PCI) in the 2021-2025 period, the Ha Nam Department of Industry and Trade launched annual action plans to improve PCI subindices it was assigned. In 2021 and 2022, the department issued Plan 967/KH-SCT dated July 13, 2021 and Plan 1075/KH-SCT dated August 1, 2022. It directed subordinate agencies to actively inform, instruct and support local companies, with particular focus placed on subindices it was assigned:
(1) Indicators related to free trade agreements (FTAs): Strengthening training, information, communication and knowledge of international economic integration, Vietnam's commitments to international economic integration; consulting and supporting companies to grasp FTA contents.
(2) Indicators related to leasing spaces in industrial zones: The Department of Industry and Trade worked with other departments, agencies and localities to develop Ha Nam Industrial Park Development Plan in 2021-2030 and advise the Provincial People's Committee to issue it; effectively carried out the plan to create a land fund for companies; created favorable conditions for companies and investors, especially small and medium ones, to lease land for project implementation.
In addition, the department has carried out solutions to raise PCI component indices as follows:
Working with relevant departments and branches to fulfill commitments of the Provincial People's Committee to investors regarding electricity supply for production and business activities; strengthening power supply and power quality of distributors and retailers, especially in industrial parks, to have workable solutions.
Effectively carrying out the Ha Nam Trade Promotion Program in the 2021 - 2025 period to help companies expand their markets; boosting and connecting regional markets, cooperating with other provinces to sell their products; launching e-commerce projects; maintaining, developing and bringing local key products on the province’s e-commerce platform: santhuongmaihanam.com.vn to support manufacturers and traders to regularly and continuously update products to consumers, creating business-to-business and business-to-consumer connections on e-commerce platforms like voso.vn and Postmart.vn.
Supporting rural industrial facilities to participate in domestic and foreign trade fairs and exhibitions; supporting companies to take part in supply-demand matching conferences across the country; supporting exporters to join trade counselor conferences held by the Ministry of Industry and Trade every year.
Currently, Ha Nam province is home to over 400 importers and exporters. The Department of Industry and Trade asked the Ministry of Industry and Trade to study and allow Ha Nam province to set up a CO Office in the province to grant certificates of origin for imports and exports.
Supporting human resource training through national and local industrial promotion programs; guiding enterprises to prepare documents and procedures for enjoying industrial support incentives.
So, what goals will the sector aim for in 2023?
2023 is the pivotal year to execute the resolution of the 20th Ha Nam Provincial Party Congress. Given positive performance in 2022, the industry and trade sector expected high growth in 2023. Accordingly, the sector targeted to achieve industrial production value of VND198,132 billion (up 12.4% year on year), total retail revenue of consumer goods and services of VND47,722 billion (up 15.8%) and merchandise export value of US$6.4 billion (up 15%).
We believe that, with the firm direction of the Provincial Party Committee and the Provincial People's Committee, as well as the close coordination of all sectors, especially the effort of the industry and trade sector, all goals set for 2023 will be realized.
