Hai Duong province has been focusing on mobilizing all resources to invest in and develop connected transport infrastructure, aiming to promote the significant advantages of the Northern Key Economic Region within the Hanoi Region’s development space. This strategic endeavor serves as both a condition and a driving force to attract investment, foster socio-economic development, and lay the groundwork for future breakthroughs.
Advancing regional connectivity
Hai Duong boasts a well-established transportation system that facilitates all three modes of transportation. The province encompasses over 12,000 kilometers of roads of various types, more than 400 kilometers of inland waterways, and over 60 kilometers of railways. These transportation networks play a pivotal role in transshipping goods for Northern Delta provinces and the Hanoi Capital Region to Hai Phong-Quang Ninh seaport hubs, the Northern border gate area, and Noi Bai, Cat Bi, and Van Don airports.
According to Mr. Vu Van Tung, Director of Hai Duong Department of Transport, the province has adopted a strategic approach that prioritizes transport infrastructure while gradually developing synchronous and modern transportation systems. In recent years, Hai Duong has successfully mobilized resources to invest in the construction, renovation, and upgrading of transportation infrastructure systems. These initiatives aim to enhance connectivity, stimulate socio-economic development, and create an environment conducive to growth.
Consequently, numerous key projects have been implemented according to the set schedule. Notable examples include the North-South Road connecting Gia Loc district with Ninh Giang district and the 62-meter extended road linking Hai Duong City with Gia Loc district at the Hanoi-Hai Phong expressway intersection.
The province has invested and operated several inter-regional routes that connect with neighboring provinces, especially the inter-provincial axes under the Cooperation Program with Quang Ninh province and Hai Phong city. These include Trieu Bridge, May Bridge and the road that links National Highway 18 in Dong Trieu town with National Highway 5 in Kinh Mon town; the route that connects Provincial Road 398 in Chi Linh city, Hai Duong with Provincial Road 345 in Dong Trieu town, Quang Ninh. These projects are groundbreaking, as they remove barriers and solve the long-standing problem of insufficient connectivity in the transportation network.
From 2023 to 2025, the province will continue to focus on implementing and completing key projects such as the Dong Viet bridge project and the road that connects Yen Dung district (Bac Giang province) with Chi Linh city; Hai Hung bridge and the road that connects the East-West trunk road of Hai Duong province with Phu Cu district (Hung Yen); among others. These projects will be accompanied by the trunk roads that link the intersections of the Hanoi-Hai Phong expressway.
Realizing the aspiration for robust development
With an unwavering determination to realize the aspiration to rise up, Hai Duong province is making concerted efforts to create stronger breakthroughs in investment for completing, developing, and modernizing infrastructure. These endeavors aim to affirm the province’s role as an important transportation hub for the country.
In the period 2020-2025, Hai Duong has identified three strategic breakthroughs. These include mobilizing a variety of resources to develop a synchronous and modern transportation infrastructure system, giving priority to investment in the construction of key transportation projects, smart urban areas, and model new rural areas that harmoniously connect with national highways and provincial roads. These initiatives not only meet people’s travel requirements but also create opportunities to increase investment attraction and promote sustainable regional connectivity.
To facilitate businesses and investors, the Hai Duong Department of Transport will promptly advise removing difficulties and obstacles that hinder project implementation. The department will focus on selecting consulting and construction contractors with sufficient capacity and experience to ensure project progress and quality.
The Provincial Department of Transport is committed to adopting an administrative mindset of “accompanying-serving”. To this end, the department has undertaken administrative reforms to create a favorable environment for businesses and investors. It has reviewed and submitted simplification plans for 88 administrative procedures across various fields. Currently, the department has successfully implemented a one-stop mechanism for 146/146 (100%) administrative procedures, which are received and resolved at the Provincial Public Administration Service Center. Furthermore, the department ensures that the progress and results of all administrative procedure resolution documents are made public.
The department has also made significant strides in promoting organizational structure, improving working practices, and enhancing the sense of responsibility among officials and civil servants in performing public duties. In recognition of these efforts, the Department of Transport was awarded a PAR Index score of 90.3/100 in 2022, making it the leading unit among departments, branches, and People’s Committees of districts, towns, and cities.
