Focusing on Skilled Human Resource Training

Developing human resources, reforming and improving the quality and effect of vocational training, linked to employment, is defined as a key task and competitive advantage in investment attraction and socioeconomic development by Quang Ngai province. In recent years, technical and vocational education and training (TVET) has made much positive progress in the province.

Much positive progress

Mr. Nguyen Tan Doi, Deputy Director of the Department of Labor, Invalids and Social Affairs of Quang Ngai province, said: To concretize the policy on quality human resources development, Quang Ngai province has adopted innovative solutions to enhance the quality of human resources, especially high-quality personnel, in line with market needs to meet development requirements and international integration.

Particularly, the province has focused on effectively applying mechanisms and policies on TVET development and skilled human resources development. It has accelerated digital transformation and online training, with emphasis placed on regular worker training and retraining to create drastic changes in TVET scale, quality and performance, provide learners with professional skills, digital skills, soft skills, entrepreneurship skills and foreign languages.

In particular, vocational training linked to employment demands of enterprises and providing training in the workplace of employers is one of important breakthrough solutions to develop TVET, increase the share of trained workers, and develop vocational education and training, job creation and human resource development in the province. The tripartite coordination mechanism (government - school - company) is starting to take shape and work well in practice at most TVET schools at present. TVET schools in the province have actively strengthened connections with companies and built effective forms of cooperation with them by working with companies to construct training programs and assess training results; signing training contracts to supply human resources; cooperating with employers to provide internships for trainees who are given the opportunity to work with modern equipment and quickly gain many skills for their future career; recognizing, recruiting, employing, paying wages and salaries to interns based on their skills and performance; and recruiting and employing trained or certified workers.

According to statistics, up to 85% of graduates are employed after their graduation. Specifically, 87% of college graduates and 82% of intermediate graduates find jobs. The average starting salary of a college graduate and an intermediate graduate is VND6 million and VND5.5 million a month, respectively. Some professions and occupations are well-paid, including electricity, welding and mechanical equipment maintenance. A graduate is paid up to VND10-15 million a month. The high rate of employed, well-paid graduates have helped change the social perception of TVET. More students are enrolling to study at TVET facilities.

More consistent solutions launched

To further reform to better meet growing demands for high-quality human resources, the Department of Labor, Invalids and Social Affairs will continue to implement many consistent solutions like strengthening and diversifying communication methods on TVET; promoting vocational education and career counseling for high-school students; and invest in teaching equipment for TVET institutions with key occupations. 

At the same time, the department will continue to reinforce the close school - business connection, and promote contractual training between schools and businesses. It will review and execute training and retraining plans, gradually standardize TVET managers and teachers and vocational trainers at enterprises. In addition, it will encourage enterprises to take part in TVET activities, create interconnectivity of workers, enterprises and schools; ansupport fostering vocational training and professional skills for workers.
