The Can Tho Urban Development and Resilience Enhancement Project (or Project 3) is a key project, of particular importance to the socioeconomic development of Can Tho City as well as the Mekong Delta. As an investor representative, the Can Tho Project Management Unit for Construction Investment Projects using Official Development Assistance Fund (Can Tho ODA PMU) is working to complete remaining items of Project 3 to achieve the impacts and goals the project.

A meaningful and important project
Project 3, with a budget of more than VND9,167 billion, is funded by ODA capital from the World Bank (WB), non-refundable ODA aid from the Swiss State Secretariat for Economic Affairs (SECO) and counterpart capital from the government of Vietnam and Can Tho City. The project was approved by the Prime Minister on November 26, 2021 and expected to be carried out until June 30, 2024.
With three main components (flood control and environmental sanitation, urban corridor development, and strengthening urban management for climate change resilience), Project 3 helps strengthen Can Tho City’s resilience to flooding risk and rapid urbanization impacts and enhances climate-resilient urban management. In particular, the project helps upgrade urban outlook, protect the core area, strengthen connectivity between the central area and newly developed urban areas, and reinforce the government's capacity in natural disaster risk management. Then, it will affirm great significance for the sustainable socioeconomic development of Can Tho City, the Mekong Delta region and the country.
To date, some completed items Project 3 are working well and exerting positive effects, including the protective embankment along the Can Tho River, Cai Son - Muong Khai embankment (about 10 km) that prevents flooding for core urban areas, Dau Sau tidal sluice gates on the road leading to Cach Mang Thang Tam Road along the Can Tho River (currently, only Cai Khe sluice gate is under construction).
For traffic projects, completed Quang Trung Bridge and Tran Hoang Na Road have helped reduce congestion, enhanced traffic connectivity and supported socioeconomic development. The investor also completed infrastructure investment projects in resettlement areas like An Binh and Cuu Long to promptly arrange housing for people affected by the project.
In the near term, the bidding package of renovating the drainage system in the central area of Ninh Kieu district is expected to be completed before December 2023 and the road project linking Cach Mang Thang Tam Road with Provincial Road 918 is scheduled to open to traffic in 2023.
For Tran Hoang Na Bridge (the largest component of Project 3), over 90% of the volume has been completed, with the estimated execution value of more than VND650 billion, expected to be open for technical traffic in 2023. The bridge, once completed, will connect National Highway 1A with central urban roads to reduce vehicle traffic and congestion on main roads. This traffic route will leverage economic development and investment attraction in Can Tho City and in southern provinces of the Hau River.
As of October 14, 2023, the cumulative disbursement of Project 3 reached VND5,965.017 billion, equal to 65.07% of the total budget, of which the counterpart fund accounted for VND2,560.799 billion and the ODA fund made up for VND3,404.218 billion. In 2023, the funding plan is VND2,095.778 billion and the disbursement value was just VND1,006.523 billion as of October 14, 2023, fulfilling 48.03%. By the end of 2023, at least 95% of the funding plan assigned for the year will be disbursed. |
Bid packages of ditch renovation in Ninh Kieu and Binh Thuy districts (Bid Package CT3-PW-1.17 of renovating Ba Bo Canal, Dau Sau Canal, Hang Bang Canal and Hang Bang Canal; Package CT- PW-1.18 of renovating Muong Cui, Xeo Nhum, Nga Bat and Muong Lo canals (91B); Package CT3-PW-1.19 of renovating Ong Ta, Xeo La, Cay Me, Ong Dao, Tu Ho, Ba Le and Xeo Don canals) are being strongly carried out and expected to be completed by June 2024.
The Hoang Quoc Viet Road infrastructure improvement project comprises two packages: Section Km 1+000 - Km l+952.5 scheduled to be completed in June 2024; and Section Km l+952.5 - Km 3+461 planned for completion in December 2023.
Enhancing coordination, ensuring progress
Mr. Nguyen Van Tho, Deputy Director of Can Tho ODA PMU, said: Can Tho ODA PMU and contractors are seriously speeding up the construction progress of remaining bidding packages of Project 3 to ensure full completion in June 2024. Difficulties are largely arising from site clearance and resettlement arrangements. The unit will coordinate closely with authorities of Ninh Kieu and Binh Thuy districts and related bodies to soon hand over available sites to constructors.
In addition, the leadership of Can Tho ODA PMU regularly urges, reminds and closely directs contractors to arrange enough personnel, machinery, equipment and materials to ensure construction progress and disbursement as pledged. The unit requires contractors to speed up construction to guarantee the yearly plan and offset slower-than-expected construction items seen recently.
