Over the past decade, the landscape of Cai Lay district has undergone a remarkable transformation from a purely agricultural region with minimal infrastructure to a thriving district with improved and expanding infrastructure, particularly in the realm of transportation. This positive shift is largely attributed to the efforts of the Cai Lay District Project Management and Land Fund Development Board.

Established by Decision 138/QD-UBND on January 15, 2019, of the Provincial People's Committee, the Board was tasked with functions encompassing project investment, direct organization and management of project implementation, and entrusted project management under contracts with other investors when deemed necessary. Additionally, the Board undertakes responsibilities in compensation, site clearance, support, resettlement and land fund development.
Since its inception, the Board has consistently striven to accelerate the progress and efficacy of compensation and site clearance for assigned projects while maintaining a focus on ensuring the quality, efficiency and timely completion of these projects.
In 2023, the Board prioritized fulfilling tasks assigned by the District People's Committee and investors, concentrating on compensation, support, resettlement activities, and timely handovers of construction sites for key projects in the district. Notable projects include the saltwater prevention sewer system along canals leading to the Tien River on provincial road 864 (phase 1), the dike route along the Tien Duong River on provincial road 864 in Tam Binh commune, the Trung Luong-My Thuan Expressway Project, and the Tan Phong Bridge Project.
Additionally, the Board undertook investment initiatives, including land clearance work, for critical district projects such as District Road 65B (East of Cha La Canal), Phu Nhuan and Thanh Loc communes, Cai Lay district; District Road 59B (South Nguyen Van Tiep Street), Phu Cuong, Thanh Loc and My Thanh Bac communes, Cai Lay district; and District Road 70B in Ngu Hiep commune, Cai Lay district.
For the year 2023, the Board was allocated a total investment capital of VND345,859 billion, with adjusted capital at VND343,813 billion. As of December 31, an impressive 97.7% of the allocated capital, amounting to VND332,800 billion, had been disbursed. The Board is authorized to continue disbursement until the end of January 2024, aiming to achieve a 100% disbursement rate.
Director Nguyen Van Sau said that to enhance the efficiency of site clearance endeavors and investment projects, integral to the advancement of project implementation progress, the Board has diligently pursued a multi-faceted approach, including closely adhering to programs and plans set forth by the District Party Committee and District People's Committee. Additionally, seamless collaboration with local authorities in compensation and resettlement support has been prioritized, fostering unity and consensus among the populace.
The Board has actively advised the District Compensation, Support and Resettlement Council to engage with Commune-level People's Committees where land recovery is underway. This involves organizing consultations on compensation, support, and resettlement plans, which are publicly disseminated at the commune-level People's Committee headquarters and local gathering points. The Board consistently advocates, reviews, and proposes rewards for instances of land donation, early premises handover, or special circumstances, rallying support for those facing difficulties.
In tandem, the leadership of the Board maintains regular directives to contractors, emphasizing the allocation of material and human resources to ensure project progress aligns with technical, aesthetic, and quality standards. Rigorous inspection and supervision are integral to the Board's proactive stance in addressing challenges during the implementation process.
Mr. Sau highlighted the emphasis on continuous training, nurturing, and professional development for officers and employees. The cultivation of a strong sense of responsibility, dynamism and clarity in their roles is paramount. Furthermore, the Board remains committed to staying abreast of legal updates in capital construction investment, compensation, and site clearance, optimizing task implementation efficiency.
These concerted efforts by the Board have significantly contributed to propelling Cai Lay district toward achieving its infrastructure development goals, culminating in its recognition as a new rural district in 2022.
